Use the mouse to move between fields, and THEN try the TAB. Sometimes, it's as simple a thing.
If it's still doing it, goto Control Panel, and look at your keyboard settings.

I've had that happen before in the Win9x OSes... I don't know what happens. It's not necessarily an actual button on the keyboard physically stuck... What's happened to me it just ACTS like a key is stuck. I don't remember if there's another solution, but rebooting should work. If rebootind does not work, it's probably an actual button on the keyboard sticking.

Sounds like your "alt-key" is stuck. This can be a physical stickage (i.e. soda pop or donut gunk) or software related like Microsoft sticky keys being enabled. If no keyboard gunk, check out your "Accessibility" options under the control panel.
