A pattern emerges: all tyrants hated cats and all good government leaders loved them. Examples of this are Hitler and Napolean; both feared cats.It isn't an accurate gauge though, didn't Clinton have a cat in the White House?

The only reason Clinton had a cat in the White House is because back when they lived in Arkansas, Chelsea had a dog that died, and she didn't feel ready for another dog so soon after her old one died, so she decided to get a cat instead. Socks was Chelsea's idea, not Bill's. Later on, Bill and Hillary gave the cat away to Bill's secretary. I have a feeling Beelzebubba is no cat lover!
