I am working on two plans:
SYNTHETIC FOOD
For this plan to work we need nuclear power or natural gas to make electricity to separate water into Hydrogen and Oxygen and then the Hydrogen can be reacted with carbon dioxide to make sugar and synthetic food for cattle.
Also doing research on:
HEATING EARTH WITH HIGH ALTITUDE FIXED POSITION SOLAR POWERED BALLOONS OVER NORTH POLE, WITH SO MANY THE REFLECTED LIGHT WOULD HEAT EARTH TO NORMAL SUMMER TEMPERATURE,FOR NORMAL GROWING SEASON summer(2005) putting a billion solar powered balloons at high altitude above the north pole,a fixed position reflecting light down and with that light reflected from balloons will heat Earth giving the North the heat for normal growing season.

According to my theory, neutrinos (they can go all the way through Earth) are stopped in deep layers of Earths crust from nuclear reaction of Sun, and produce heat keeping Earth's crust at 60 degrees. After about 100,000 years it reaches a threshold and can't stop any more neutrinos thus heat stops coming from deep crust, and we go into ice age until magnetic field of Earth reverses (10to 10,000 years?). This theory is explained so poorly it doesn't make sense. Do neutrinos go all the way through or are they stopped? You say both, thus defeating your own logic. Where does the heat come from, again? What does "threshold" mean in this context? That the crust is full of neutrinos and therefore cannot stop any more, thus neutrinos go right through? What does the earth's magnetic field have to do with neutrinos? I'd say it's time for more medication.

If one accepts the premise of global cooling from whatever cause, these steps would appear to be less than useless. In the first place, why balloons over the North Pole?
Presumably because the writer wants to warm the Earth during North Pole Winter -- Okay, but what about North Pole Summer? Wouldn't these reflective balloons send the needed heat away from Earth during the Summer?
If the purpose of the balloons is to warm the Earth, then dont bother restricting them to the North Pole. Let them float throughout the stratosphere all over the planet, with black tops to absorb solar radiation, and silvered sides to reflect it at dawn and twilight. Each balloon would then produce a net heating throughout the day and year.
But why bother with balloons anyway? Earths natural systems produce more clouds when it warms, reflecting solar heat, and less in cooler times so the heat can be absorbed. If the planet is in a cooling phase, just put the solar absorbing material on the ground or sea-surface to absorb heat. It could also be used to set up low temperature turbines to generate energy for food production.
In this way, efforts to combat global cooling would be under local and national control, and those concerned could deal with the problem as they saw fit, even if their technology were limited.
Additionally, even a billion balloons of almost any imaginable size would be inadequate, but a billion acres of farmland under plastic would certainly have an effect. Or a billion acres of desert. How about we just issue one hundred billion black umbrellas? Two hundred billion?
Stop me if Im getting warm...

In 1990 they found that the Earth goes through abrupt temperature changes from deep ice samples in Greenland of about 10,000 years ago the Earths temperature dropped 19 degrees The Younger Dryas was a sudden cold climate period lasting for about 1100-1300 calendar years during the final deglaciation of the Pleistocene. It interrupted the warm interval of the Allerød period and was followed by the Preboreal period of the Holocene. The Younger Dryas ended around 9600 BC (11550 calendar years BP, occurring at 10000 radiocarbon years BP, a "radiocarbon plateau").
The prevailing theory holds that the Younger Dryas was caused by the shutdown of the Gulf Stream in response to a sudden influx of fresh water from deglaciation in North America. The global climate would then have become locked into the new state until freezing removed the fresh water "lid" from the north Atlantic Ocean.
Although the Younger Dryas had the greatest effect in Europe, it was noted throughout the world including:
Replacement of forest in Scandinavia with glacial tundra (which is the habitat of the plant Dryas octopetala, from which the period is named).
-Glaciation or increased snow in mountain ranges around the world.
-More dust in the atmosphere, originating from deserts in Asia.
-Drought in the Levant, perhaps motivating the Natufian culture to invent agriculture.
The end of the Younger Dryas was very sudden and it has been dated by a variety of methods, with mostly consistent results.
