I could be wrong .. but isn't part of the reason why Halliburton rec'd some of the contracts is because they are one of the biggest oil companies that have the type of equipment that is needed over there??

Actually, Halliburton does not do any drilling. They are nothing more than a wholesaler for products, service and consulting.
