It was way up there Loddy.. above the clouds. The sky was cloudless when I first noticed it, and as I watched it's movement I realized it was round and moved erratically. Al couldn't see it with the naked eye, but my eyes are really good at a distance.
He finally picked it up in the binoculars tho and it was still very very small with them. It did allow me to see what looked like stabilizers running thru the middle like in the pic tho. I think those might have been what was picking up the reflection of the sun.
I looked up weather balloons, but none had those gyroscope type things..

I sure don't have any idea what your 'thingy' is..
Haven't keep up with any Aero-Space stuff since I left Boeing all those many years ago....
