Well, as Condi pointed out multiple times yesterday, a good portion of the problems that prohibited the sharing of information between agencies was due to LAWs passed by Congress.Yes. I should find her references to that in the transcript.
Even Clarke (shudder) mentioned foot-dragging. I should see if he mentions Congress in that regard.
