I wouldn't want to advise about power brakes, that's just too "Spider Robinson"ish for me, but the electric scooter -- maybe you need a brute force technique, like using starter relays to series up the voltage to the motor, instead of electronic controls, which have to be HEFTY, (and filled with heavy-duty magic smoke).

The controller I bought is supposed to be good up to 48 volts and 15 amps.
I didn't even have the 36 volts hooked up yet, I was going to get the control circuit up and running first, but *POOF* happened.

Heavy duty relays would kind of lose the point of the scooter, as 3 speeds plus off that way would be considerably heavier than the 3 1/2 ounce electronic control.
Weight is the enemy here, as it has a range of only 20 miles as it is. 20 MPH top speed, too.
