Why do college basketball telecasts run over?

I always notice on program grids that CBS and ESPN block out a mere two hours for college basketball games. Yet they seem to invariably run over. Does television truly believe that two 20 minute halves of hoops will be finished in less that 2 hours, including telecast wrap up?

Because the last 45 seconds of the game takes 45 minutes to play out, after all the timeouts and intentional fouls and commercials.
