I never noticed that consciously before, but now that you mention it, yeah, they do seem to make Elijah the spokesman :) I bet after three years of acting with him as Frodo, to them he probably is Frodo, LOL!

I think I noticed it a while ago, but I'd forgotten. I think he's pretty much Frodo to everyone, lol...
