i'm surprised. i mean, i know jimmy carter was a miserable foreign policy failure, but come on.
lbj is responsible for medicare and basically the rest of the welfare state.
fdr is responsible for social security.
both of them are far, far worse than jimmy carter could ever hope to be.

It depends how people interpret the question. In terms of effectiveness, Carter may be the worst. FDR, who is often near the top of the all time greats list, was elected 4 times, commanded the US armed forces against the axis powers in WW2, "brought the country out of the Depression"--they say. He was deeply loved.
But, if you look at it from a policy standpoint, maybe FDR was the worst because he was so effective. Depends how you take the question.

For me it is a toss up between LBJ and FDR. Their socialist policies were the foundation for me being a slave for more than 50% of my time!
