Authorities began weighing charges Monday against the owners of three dogs that killed a woman over the weekend in a gruesome rampage that left two other people wounded.
Neighbors said the dogs had been a roaming menace for months in the rolling ranchland near Kiowa (search), southeast of Denver. A local fire official said residents had even adopted informal warning system when the pit bulls (search) were loose.

If I would have seen these dogs loose after the first attack, I would have shot them on sight.
After that incident, a dog was impounded, and a deputy sheriff gave owner Jacqueline McCuen a summons for having a "vicious animal." But the case was dismissed because "there is currently no valid Elbert County ordinance which is applicable," according to a June 16 motion by Arapahoe Deputy District Attorney Derry Rice.
Amazing. Peace officers in Colorado can shoot a dog that is harrassing wildlife or livestock, but apparently the DA and sherrif can't figure out how to get rid of dogs that are attacking humans.
