I don't fault them the CYA. From that perspective, it's a no-win if they don't take some steps, however fruitless they may seem. There is at least solid attempts at coordination between agencies. What would you have them do? And, what sheeple are in pens because HomSec sends out warnings? If anything, the sheeple turn only a glazed eye to what's going on around them unless they are stuck with a pin and made to wake up and pay attention.

Now Fred, why would the gummint do that. Would your Dad make such a blatant misrepresentation, or was he kept in his pen like you seem to think you are.
