I just heard Ed Gillespie (RNC) say that under Bush discretionary spending grew 6% his first year, 4% his second year, and 2% this year.

I've been under the impression that spending has grown by a lot more than that, one of the things I've been disappointed with under W. Where do you go to fact check what's being said? Any links you know of?
