The Russians never landed humans onto the Moon, and I don't know how they could have known whether or not whatever we sent out there had actual humans in it or not. Even today the international scientific community is still debating about lunar details such as whether there's much ice on or near the surface.

Easy explanation:

Somebody persuaded the Russian leaders to remain quiet.

As I recall, the Russian space program seemed to lose speed a couple of years before we "landed" on the moon.

Perhaps that's when they were convinced to let us appear to "win" the race.
