I have listened to Hoagland numerous times on Art Bell's show, and still can't decide if he's a lunatic or a hoaxer.

Hoagland is a lunatic.

Lunatics are common, but there's a tiny handful that have, at some point, a credible resume. They're the worst kind of kooks. Those guys can really make some money peddling books and such, though.
