It looks like their "Antenna mast" maintenance crews.
Is it the Antenna mast on the WTC tower?
Or on the Sear Tower in Chicago?
The shot appears to have been taken with a wide angle lens, hence giving the "fish bowl" appears of the buildings below.
I don't generally have a fear of heights, but this photo gave be a bit of "intake of breath" LOL
