Reactivation of Atomic Power Plant Biblis B not Granted
The Hessen Ministry for the Environment has prohibited the reinstatement of production of electric energy in the atomic power plant Biblis B.
Today in Wiesbaden, the ministry explained the main reason for the decision was that security tests had not yet been completed. The energy company RWE had announced yesterday that the atomic plant was to be reactivated soon, after it had been shut down in February after developing a leak in one of its pipes.

I'm no nuclear scientist, but wouldn't a plant that was shut down still have radioactive nuclear materials on site?
