It sounded like an urgent roundup. The "running against a ticking clock" part gave me a flashback to "The Sum of all Fears". I cannot believe no one else heard this. CNN went to their LA newsroom, and the reporter was the same fellow that covered the earthquake yesterday from the same newsroom. He had sources high up in the LAPD.
