Good question. I agree it would be cheaper. I dunno the answer. What do you think? National pride? Less foreign interference? Not happy with the quality of Russian nukes? Maybe afraid the Russian will sell them nuclear "swamp land"?

Might it be easier to purchase from N.K. or China or anyone else but Russia?

I think the nail might have been hit regarding a pre packaged, prebuilt device. Why do the dirty work when it isn't necessary.
