I think the answer is fairly simple:

By the time it was confirmed that the planes were, indeed, taken (remember, this ia an information stream that has to travel from air control to the FAA to higher gov't authorities who then have to confer on the nature of hijacking #1, while hijacking #2 is in progress unbeknownst to the ground. In all probability, the planes are not being used as missiles. Some intelligence sources may argue to NSA otherwise, but without precedent, who's going to order the shootdown of a jetliner without hearing demands (or proof of target)? The President's sitting in a classroom, Cheney was disposed of -- who's going to give that order? Plane #1 hits the tower. Confusion, uncertainty of details from Logan Airport, and horror followed by indecision, reports of further hijackings, mobilization requirements, FAA grounding orders, etc. -- all within a space of twenty minutes regarding a type of event that had never been confronted in our history...

This wasn't a conspiracy. We got sucker-punched and it was extremely well-timed... if the second plane at Logan hadn't been delayed, the strikes would have been near-simultaneous and the lucky folks who had time to leave Tower 2 while Tower 1 was burning may not be here today...

TYLER, Texas - Three people face sentencing as early as next month for their involvement in the stockpiling of chemical weapons in East Texas, which some authorities believe may have been part of a domestic terrorism plot.

William Krar, 62, of Noonday, pleaded guilty in November to one count of possessing a dangerous chemical weapon after investigators discovered the components needed to make lethal cyanide gas at a storage facility he rented with his common-law wife, Judith Bruey.

Bruey, 54, pleaded guilty to conspiracy to possess illegal weapons.

Edward Feltus, 56, of New Jersey, has pleaded guilty to aiding and abetting the transportation of false identification documents.

A sentencing date has not been set for the three, who are being held in a Tyler detention facility, federal court officials said Wednesday. Krar could be imprisoned, but the federal statute regarding the charge doesn't specify a minimum or maximum penalty. Bruey faces up to five years in prison, and Feltus faces up to 15 years.

Investigators say they still don't know the intended use of the weapons.

Authorities began investigating Krar two years ago after a package he mailed to an address in New Jersey was accidentally delivered to a residence in Staten Island, N.Y. The package contained false identification documents and was reported to authorities.

The investigation led them to the store room in Noonday, which contained numerous illegal firearms, literature detailing the use of sodium cyanide to make a chemical weapon and literature depicting white supremacist and militant beliefs.

No reapplication is necessary but you have to apply it within a few hours I think...you might have half a day or so...the study also used the upper front torso if I recall it correctly but an arm is easier to cover. This is only good for a specific radiologic threat and only protects your thyroid and I wouldn't automatically do it until I heard it was time to take such action. But I'd rather coat my kids arms (less is better than more on this one...the skin will absorb the right amount) than have them injest a pill that isn't gaged to their specific weight. Plus if they are separated from you it will be obvious to medical staff that they have been treated and they hopefully won't be overdosed.

I don't know the answer to your logical question. But, if there is no truth to it -- or if they don't suspect the possibility -- then isn't it irresponsible of the powers that be to leave it out there? Why not come out and say "there's no way terrorists could have their hands on suitcase nukes, it's ridiculous" -- Instead, they place detectors for these devices in large cities, they have people in positions of power hinting at the possibility. In a speech he made a couple of months ago, VP Cheney put forth a scenario where we could lose tens of thousands of Americans in an attack. THere is so much conflicting information out there it's hard to know what's real and what isn't.
