Talk to these other neighbors and see if they would be willing to sign a letter of complaint to give to the police. Then it's not just you and your husband doing the complaining. Power in numbers.

I thought about doing that too. It's sad, but we work so much, that I don't really know any of my neighbors except for the one on the other side and he keeps to himself.
