Not on its own, and not yet. The National Popular Vote Interstate Compact would not abolish the Electoral College, but if states with 270 electoral votes join it, they would give their electors to whoever wins the national popular vote. It now has 222 of those 270, according to National Popular Vote, the group behind it. After Tuesday’s midterms, Democrats control enough statehouses to pass it, but nothing has been passed yet.
What the compact is
It is an agreement between states. Each member promises to award all its electoral votes to the candidate with the most votes nationwide, rather than to the winner in that state. It only switches on once members together hold at least 270 of the 538 electoral votes, a majority, so that their electors alone decide the presidency, Truthout explains. Until then, it does nothing.
The Electoral College itself stays in the Constitution. Changing that would need a constitutional amendment, which the compact is designed to avoid.

Did they ever get the required Congressional approval necessary to form a compact? No, they didn’t.
This is more of their skipping of formalities, by claiming they don’t need approval.
SCOTUS would probably be the final arbiter.
That will be no problem after they add a dozen more justices.
Change it to one electoral vote for each county. Currently 2/3 or more of folks aren’t represented.
If I were a state, I would pass a binding resolution that the end of EC ends any obligation to be part of the Union, for theor their protection.
Otherwise, New York and Orange County California gets all the marbles and small states get nothing. You’ll be like Alberta in your own country, with wealth to steal and no representation to stop it.
I would also consider tribalizing unapologetically and take everything from liberals. They wanted to end state rights, so end theirs.
Or by each Congressional District and each state
