Yes, he should. At the least, he should lose his law license and have to scramble to make a living like the other Americans he spied on.
The sooner we all realize that government is a pathway to unearned stature for those in office, and for all of those whose stature is defined by their connections to those offices (e.g. 'White House correspondents"), the sooner we can start to correctly acknowledge them as either true public servants or as parasites of the system.
