The State Department on Monday warned that the Democratic Socialists of America serves as a willing vector of Cuban Communist influence in the United States, bolstered by a network of organizations tied to Cuban intelligence.
In a new report released on Monday detailing Cuba’s decades-long effort to “make the revolution” in the United States, the State Department highlights the DSA’s deep connections to organizations connected to Cuban intelligence, including at least one sanctioned by the U.S. government. These connections include the organization’s public membership in the National Network on Cuba (which is linked to the sanctioned Cuban Institute of Friendship with Peoples, or ICAP), delegations to Cuba, and the establishment of “formal channels of communication” with the Cuban government.
Broader network of American activist organizations
The report also noted the DSA’s entanglement with a broader network of American activist organizations which the State Department argues Cuba can activate for targeted protests in the event the island nation is threatened. “The DSA has built a national infrastructure dedicated to moving extreme-left politics from the margins into the mainstream – and with it, a deep and abiding devotion to the Cuban regime,” the State Department wrote.
Unlike other Cuba-backed groups in the United States, the State Department believes the DSA “testifies to the extent to which the native and organic ideological commitments of the American far left now mirror the interests of the Cuban regime” without direction from the regime itself.

The DSA catapulted to the center of national attention in recent years with the growing success of its candidates. The most famous of these is New York Mayor Zohran Mamdani, who upset the city’s establishment Democrats and ran on an explicitly socialist platform. Earlier this summer, Mamdani successfully backed several DSA challengers to incumbent Democratic House members.
Entanglement with Cuba-backed organizations
Parallel to the growth of its domestic political footprint, the DSA has markedly deepened its alignment with the Cuban regime, according to evidence compiled by the State Department.
In 2019, the DSA made a decision to formally join the National Network on Cuba (NNOC), a U.S.-based umbrella organization for left-wing activist groups, including Code Pink, the Communist Party USA, and the Socialist Workers Party. Every year, the NNOC works with ICAP to send a U.S. delegation to the International May Day Brigade in Cuba.
In June, the State Department sanctioned ICAP for “being a political subdivision, agency, or instrumentality of” Cuba. “ICAP is a Cuban organization founded by Fidel Castro in 1960 that supports Cuban intelligence and counterintelligence activities,” the State Department said in that announcement.
Following its 2019 decision to join NNOC, the DSA has elevated Havana to the forefront of its foreign policy agenda.
This shift manifested in several key developments, according to the State Department report: the creation of a Cuba Solidarity Working Group, the formalization of dedicated lobbying efforts on Cuba, the beginning of official delegations to the island, and a consistent escalation of rhetoric attacking U.S. policy toward Cuba.
By late 2020, DSA urged its 85,000-member base to join a coordinated campaign “against the illegal embargo of Cuba” alongside NNOC and its other member organizations.
Direct contacts with the Communist Party of Cuba
The DSA began sending official delegations to Cuba in 2022, according to the organization’s website. That year, they met with “Cuban doctors and healthcare providers” about the COVID-19 pandemic.
The following year, DSA members traveled to Cuba with the “political objective” to “to establish formal channels of communication between various Cuban organizations, ministries and the DSA, as well as normalize relations with representatives of the Cuban government.” They met with Vice Foreign Minister Carlos F. de Cossio, Deputy Minister Adianez Taboada, and Civil Defense ministry officials, all of whom serve under the direction of Cuba’s armed forces.
One delegate acknowledged that the DSA representatives were hosted directly by the ruling Communist Party of Cuba. On that trip, they “met with government ministries and mass organizations,” recounted Maria Franzblau, a delegate and member of the Marxist Reform & Revolution caucus of the DSA.
Another attendee wrote that the delegation met with Cuban President Miguel Diaz-Canel for more than two hours.
Participation in Cuba-aligned American activist network
The DSA also solicits donations to “support the struggle to dismantle the U.S. empire,” the State Department report notes. “This fund helps to cover necessary expenses that further DSA’s anti-imperialist mission, including DSA delegations abroad, bringing international organizers to the U.S., and direct humanitarian aid to victims of U.S. imperialism,” the DSA wrote on the fundraising page.
The effort, called the “Venceremos Fund,” is named after the Venceremos Brigade, a far-left activist group sympathetic to the Communist revolution and which U.S. intelligence and law enforcement agencies as well as Cuban defectors have identified as being co-opted by Cuban intelligence services.
Just the News previously reported that the Venceremos Brigade, which ferried American activists to Cuba in the 1960s and 1970s, is now primarily funded by the People’s Forum, part of wealthy Marxist businessman and Shanghai resident Neville Singham’s broad financial network with ties to Beijing. The People’s Forum was also identified by the State Department as a component of Cuba’s influence network in the United States.
