There are a few dark regions in there which are probably being counted as zero, when they probably just don't have data for those regions. Still, assuming these numbers are valid, the highest average IQ is Libya, with 80.92. They're the geniuses of Africa!

I said 65 years of leftist run education in order to embrace more than one generation. When the standard of living rises and arguably education becomes more efficient, or at least should, then one would expect future generations to reach higher levels of achievement.

You and I both have no doubt met members of minority groups who came from responsible households that rose to the tops of their professions.

The odds are terrible, however, if one graduates high school and yet scores at elementary school levels in math and reading.

Frederick Douglass and a handful of others born into slavery are, of course, the exception.
