I haven't posted in a long time, so I ask for some slack in this case if I am not correct.
What I'm looking for is a straight-forward database application for employee photos that someone could access from a phone or computer. Type in a name or even a part of one and get corresponding employee photos is all that needs to happen.
The current system is really old and none of us at my office are SQL people. A few times when updating photos and names, the application would generate errors a DB type would understand.
Following the instructions and if all goes right is about a 20-minute procedure. Sometimes doing the routine fails and that 20 minutes turns into an hour of running until finished and correct.
All I seem to find are all encompassing HR cloud packages that are overkill and not really practical.
I'm open to any good ideas.

Are you looking for a classy professional system or just a quick and dirty photo lookup?
You could easily build your own web form using JotForm or Machform. Have your employees add their information along with uploading their photo.
I use Machform for several forms that include photos and it works well.
I will build you a web based application for $3500 in 30 days.
Wonder if ICE will let you see theirs could be fun?.
This could be a pretty simple job.
I’m a WordPress developer, so that’s the solution I’d go with.
I was able to create https://americangulag.org/ on WordPress, using custom fields for some of the non-standard bits of information. It’s more than you’d need, since I’ve got both individuals *and* news articles in the database; you’d only want the individuals, which is a lot simpler.
Or if you just wanted to list employees, you could just loop through them the way I did on https://www.bizpacreview.com/bizpac-review-writers/ ... the formatting is ugly, per the requirements. :-/
I don’t need any flash or bling on the front end.
What few people who will use it are not much in terms of technical ability. However, those few people considerably outrank me plus they have badges, handcuffs, and sidearms. I’m the civilian tech at the bottom of the chart. I like the place and the job a lot. It beats the 24x7 two factory IT life.
A great deal of where I am now has suffered from no one being in the job for maybe six months. The guy before me did OK but really wasn’t a forward thinker or much in terms of making things better and permanent fixes.
Band-aids upon band-aids and hope it lasts was the mindset.
I’ve managed to make a few small changes here and there for the better. My higher ups like the results.

Some dude in India jut bid $200 deliverable by the next day.
I will check into those. They are new to me.
The old clunky SQL system is a long known problem but no one including me has much of an idea of where to go.
Even if we could hire a SQL guy for a project to revamp and modernize what’s in place would be a giant leap forward.
There are some SQL people in other county agencies but no telling when or if we can get one.
It’s law enforcement personnel so I doubt they would get much from it.
I’ll look at those too.
Infrastructure, small time project management, cyber security are more my areas of expertise. Applications and database things are weak points.
Will it take a year and double that to get everything to work for $200?
Well, it is a general purpose database, but FileMaker Pro has good photo handling, and you could likely set something up in a few hours.
Also, Microsoft Outlook Contacts does have a photo spot, and okay search capabilities, just ignore the mail and calendar aspects.

That’s $3500 after you waste your time with the Indians.
Outlook really doesn’t work in this case. It’s been tried before.

There used to be a simplified version of FileMaker Pro called Bento. It was FileMaker without the relational capabilities (which you don’t really need).
I would check out a 30 day trial version of FileMaker Pro. It is quite powerful without mandating complexity as SQL does, and the the front end is integrated with the db engine as in Access, but far more elegantly.
Claris pushes the subscription version, but you can still buy the Standalone one, and you can make web applets off of if you get more involved (I don’t because I use the product differently).
Another one I will look into.
