You can buy advanced systems. But you have to maintain and train with them constantly to get the most out of them. That's true even for basic weapons like rifles. A common observation regarding foreign military surplus firearms is, "carried a lot but fired very little" (meaning not a lot of rounds fired in training). Most other countries don't spend money on training, which is one reason the US military usually prevails...

Venezuela had a Russian-supplied integrated system focused on protecting Caracas and strategic sites. This included long-range, medium-range, short-range, and point-defense systems, supplemented by anti-aircraft guns and fighter interceptors.
They had around 12 batteries...

Someone told me once that air forces are not made up of planes and missiles. They are made up of people. Had that stuff been in the hands of the Israeli air force it might have worked.
