Exactly. So many of these low-life conscript armies simply don't do that.
That's true even for basic weapons like rifles. A common observation regarding foreign military surplus firearms is, "carried a lot but fired very little" (meaning not a lot of rounds fired in training). Most other countries don't spend money on training, which is one reason the US military usually prevails...

Venezuela had a Russian-supplied integrated system focused on protecting Caracas and strategic sites. This included long-range, medium-range, short-range, and point-defense systems, supplemented by anti-aircraft guns and fighter interceptors.

Someone told me once that air forces are not made up of planes and missiles. They are made up of people. Had that stuff been in the hands of the Israeli air force it might have worked.
Could the issue really be US stealth technology makes this system obsolete? Stealth drones were being used against Venezuela.

Maybe they weren’t included.
Kinda like everything USSR designed acted like Shitte when Iraq was invaded. Equipment and protocols failed on every point.
You can only blame crap soldiers so much, which it’s literally everyone who uses it fails. Iran, Venezuela, Russia itself to a lesser degree.
