Axios: US Drafting Secret Plan to End Ukraine War
Newsmax ^ | November 18, 2025 | Newsmax Wires - Axios

The U.S. is secretly working with Russia on a new plan to end the war in Ukraine, according to an Axios report Tuesday, which says the Trump administration has been quietly negotiating a 28-point proposal behind the scenes.

The initiative — described by U.S. officials as inspired by President Donald Trump's recent success in pushing a 20-point peace deal in Gaza — has been developed in consultation with senior Russian officials, who told Axios they are "optimistic" about the effort.

It remains unclear how Ukraine or European governments will react to the still-unreleased proposal.

The 28-point framework is divided into four major areas:

Peace terms for Ukraine Security guarantees Broader European security Future of U.S. relations with both Russia and Ukraine.

Axios noted the plan's treatment of the most explosive issue — territorial control in eastern Ukraine — remains uncertain. Russian forces have recently advanced but still hold far less than the Kremlin demands.

Axios reported that Trump's special envoy, businessman Steve Witkoff, is leading the drafting process. Witkoff has held extensive discussions with Russian envoy Kirill Dmitriev, head of Russia's sovereign wealth fund and a central figure in Moscow's Ukraine diplomacy.

Dmitriev told Axios he spent three days meeting with Witkoff and Trump advisers during an Oct. 24-26 trip to Miami, saying he believes the effort is gaining traction because "the Russian position is really being heard."

Witkoff was expected to meet Ukrainian President Volodymyr Zelenskyy in Turkey this week but postponed the trip, Axios reported.

Dmitriev told Axios the proposal is based on principles Trump and Russian President Vladimir Putin discussed during their August summit in Alaska.

He said the draft aims not just to end the conflict in Ukraine but to create a "broader framework" for restoring U.S.-Russia relations and addressing Moscow's long-standing security demands.

I'm not thrilled by Axios as a source, however this may pan out, Newsmax Wires has locked out the Associated Presstitutes and Rooters Sewer Service in this article, a very good sign of less bias.

One might ordinarily ignore a report like this but there have been a few other quotes of recent days from otherwise dissent in Europe saying things like . . . A peace that sustainable, just and preserves self respect . . . .

When I saw that I thought it was phrased to try to help Ukraine avoid the word surrender, as would this report with Wytkoff leading the effort.

Well, Zelensky had better figure out how to get President Trump, and Steve Witkoff to talk with him, as it looks like the White House is now informing European “Allies” how it’s going to be.

Russia is making steady gains, and has turned Ukraine’s infrastructure into rubble. NATO is ineffective and the Davos/EU globalists are themselves finding their own economies declining.

A collapse in the Zelensky Government would likely cause a collapse in the front lines.

Given all this, I do agree with Trump - Putin (and especially the hawks around him) have little interest in making peace, given their SMO goals are in view. They will stall and delay. That ship has sailed.

I can only see Russia stopping when they have taken Kharkov and Odessa.

There’s too much money being made by the decision makers to stop this bloodbath. Zelenski is investing $500 million of his own money is some project (?).

To learn what Russia will do, one must simply watch Russia at work. Russia is in charge of the tempo. When was the last counter-offensive by Ukraine? People talk about how long it has taken Russia to take the land they sit on, that’s fair.

How long will it take Ukraine to take all of that land back? Ukraine has less troops and less weapons support than it had during its last failed counteroffensive, Russia’s army and weapons production are both growing. Ukraine’s army is getting smaller and NATO/US can’t produce weapons fast enough to make a difference.

Now there are 50,000 Ukrainian troops trapped in various cauldrons along the front. Who can save them and how? Ukraine elite Brigades are decimated, the 25th, the 37th, the 92nd and AZOV (the Nazis, which is encircled and says it will fight to the death).

It is a step toward ending the War, taken by President Trump and Envoy Steve Witkoff.

“He said the draft aims not just to end the conflict in Ukraine but to create a “broader framework” for restoring U.S.-Russia relations and addressing Moscow’s long-standing security demands.”

Realpolitik.

Detente with Russia is second only to deterrence in SE Asia to benefit US interests.

“Russia wants Ukraine to surrender all of their defenses in the Donbass. “

Nay. Those defenses can retreat to a new line.

“Russia is making steady gains, and has turned Ukraine’s infrastructure into rubble.”

1. Virtually all of the Black Sea fleet was sunk/damaged at sea this weekend.
2. Russia ‘steady gains’ are measured in meters with the combined height of the dead about the same as the gains.
3. The newest rounds of sanctions haven’t kicked in yet.
4. Corrupt Ukraine ‘infrastructure’ wasn’t that great to start with.
5. Russia’s ability to transport gas and oil has been severely compromised, their main source of income.

Basically, it’s a WWI scenario at this point, and I am being completely realistic. Further, it’s really a stupid war that’s killing an entire generation of young Russians and Ukrainians for absolutely no good reason. I hope Trump can end this conflict, but in the meantime, the only thing winning in this war is grim Reaper for both sides, and the Chinese.

Same old thing. We pretend we aren’t involved. We want a DMZ frozen conflict so we can flood weapons, missiles, jets and European soldiers into Ukraine and embed them with Uke formations.
We offer no repair of Nordstream, no SWIFT, no reforms f the hundreds of billions of stolen Russian gold, currency, yachts etc. No ending of Tyre sanctions… just DC plaintively whining about the sad fighting and pretending that is what they care about.

Foolishness. And the Russians are smart enough to know Trump will lose the house at the midterms and be impeached 14 months from now. Then they’ll be facing there neocons and the Russia haters in power again.

How about Russia get out of Ukraine in exchange for the country taking the same neutral status as Switzerland and Austria and a western guarantee of no NATO for at least 50 years?
