If it is a non binding agreement, I guess it’s ok. Anything else is a direct violation of the Constitution.
Article I Section 10 says, “No state shall, without the consent of Congress, enter into any agreement or compact with another state, or with a foreign power…”
But that’s just the Constitution, California is special and doesn’t have to go along with it I guess.

makes total sense: my understanding is that Nigeria is a world leader in technology that focuses on cleaner transportation, climate adaptation and cutting pollution, and that such a partnership is the only way that california can afford to obtain such vital technology quickly ...

Like Newsom I was in São Paulo yesterday.. This moron should have immediately realized that in Brazil, and 80 percent of the world, there are no pollution controls. The air stinks of bus exhaust. It is nauseating, and Rio also has mountains close to the ocean that cause inversions like 1965 in LA. There are harmful carbon monoxide levels , Nitrous oxide and other hydrocarbons. It’s called smog. We eliminated it in the US and developed countries 50 years ago. But in Belem Newsom is complaing about the supposed climate effect of CO2 which is a harmless gas that feeds plant growth. The cost of eliminating real pollution is 1 percent of the cost of eliminating fake CO2 so called pollution. Newsom, ergo is a dangerous idiot.
