Additionally, the order targets foreign nationals by directing the Secretaries of State and Homeland Security to deny or revoke visas, residence permits, or other immigration benefits, and to seek deportation for those found to have desecrated the flag under circumstances allowing such actions. Liberals were outraged and at least one arrested. Flag burning protests were ignited. Politicians were vociferous in objection.

Carey was arrested, but not for burning the flag

Jay Carey was arrested in Lafayette Park after burning a U.S. flag & charged for violating 36 CFR 2.13(a)(1), which prohibits unauthorized fires on federal property. The arrest & charge was because it was unauthorized on federal property, NOT because it was the U.S. flag.
