Europe is not the impediment to an agreement, its Putin who is still making maximum demands of Ukraine.

NOW Lavrov is saying Russia has to have veto powers over whether any security agreements are triggered and no NATO troops in Ukraine.

That idea flopped on the Western side because Moscow demanded a unanimous clause that had to be green-lighted by all countries, including Russia, before the guarantees could be triggered.
