I know nothing about this story except what I read here. It sounds like they have been planting and harvesting on land that is not theirs. And the question is how much of the land is not theirs - hence the boundary question and the survey.
We have always allowed cattle to graze on government land, but have we allowed planting and harvesting crops on government land?
Of course, the heavy hand of the policing here is not a surprise. Heck, we might have a Russia/Ukraine situation here, where both sides are wrong.

25 acres of prime bottom land fenced in. That’s not an accident. Might have been grandpa or great grandpa. But someone knew damn good and well it wasn’t theirs. Even 150 years ago, people had very clear knowledge of who owned 25 acres of prime bottom land.
