Chenguang Gong, a 59-year-old resident of San Jose, pled guilty on Monday to stealing missile-tracking technology from a research and development firm in the Los Angeles area.
The Department of Justice (DOJ) described Gong as a dual citizen of the United States and China. He came to the United States around 1993 and became a U.S. citizen in 2011. He earned a Master of Science degree in electrical engineering from Clemson and has done Ph.D. work at Stanford.
He was hired by the unnamed research and development firm in January 2023 as an “application-specific integrated circuit design manager responsible for the design, development and verification of its infrared sensors.”
Three months after he was hired, Gong allegedly began downloading thousands of files from his work computer to “personal storage devices.” Many of those files contained proprietary data and trade secrets, including details of a space-based system for detecting missile launches and tracking hypersonic weapons.
The company Gong took the files from was also involved with designing sensors that allow American military aircraft to detect and defeat heat-seeking missiles.
Gong was terminated by the “victim company” in April 2023. By that time, he had evidently accepted a job at a competing company, but he was still downloading sensitive files to his personal storage devices. DOJ said the data he downloaded was “worth hundreds of millions of dollars.”
Investigators digging into Gong’s background discovered he applied to Communist China’s “Talent Programs” on numerous occasions between 2014 and 2022, during which time he worked for “several major technology companies in the United States.”

Past time to revoke all security clearances for ‘dual citizens’. Why in the hell do dual citizens get security clearances in the first place.

Dual citizenship was imposed by the Supreme Court, not something allowed by legislation. 1967 Afroyim v. Rusk.

No matter what the Supreme Court has said about dual citizenship, I am 100% against it. You can not be equally loyal to two sovereigns.

I agree with you 100%. When a new naturalized citizen takes the oath of allegiance to the United States. They “ forswear allegiance” to any previous country. It’s time to end the entire fiasco of dual citizenship. Congress needs to pass a law to this effect.
You are right, we can end it with a law.
That 18 year gap should be a red flag to any clearance adjudicator. Getting a green card and the naturalization process should have started immediately and he should have been required to destroy his Chinese passport before any clearance could be granted. Who knows how many unreported visits he made to China on the Chinese passport yet he kept his clearance? This is on the security officers at his companies. They most likely let things slide and didn't report everything to get him cleared and billable. We are not doing the due diligence we used to with these cases.
Dual citizenship is very stupid. Why did they start doing that? Only natural-born citizens should be able to a security clearance.
Dual citizen, probably thanks to birth tourism compliments of the abused 14th Amendment.
Then it would take an appropriate change of justices to overturn the old decision or a constitutional amendment (which is very unlikely). I don’t like divided loyalties, like an influx of Muslims who want to put sharia law ahead of the law of the land.
