He has it a little wrong. The DNI can bring CIA under her control with or without Ratliff’s agreement. And she is not just an internal counterpart to the CIA looking externally.
It is a cabinet level position. CIA director is not, and his agency falls under her control.

The structure, size and missions of our intelligence agencies is the biggest threat to America, bar none.
The German Reich only lasted 12 years, we have utterly eclipsed them. They only had the basic starting structure. Imagine if they has several decades to build several more layers of Reich security bureaucracies! How many million people do we have doing that filthy work? (Don’t forget contractors!)
Hell, we created CIA after WWII to coordinate all the different sources of intel. It was supposed to be a clearinghouse, not a secret lethal military branch, and not policy setting.
we created DNI to do the same thing. I guess after the next attack we will get a new layer overseeing everything we have now.... like a stack of bowls in the pantry.
