No, it would not. At the time they had the option of choosing to make her whole without setting any sort of precedent. Governments, at that point could choose to make their citizens whole or they could deny if they felt it was not their responsibility.
Any way despite their tiny fisted tantrum about how they should be able to have room to destroy anything they please and not clean up their mess they now have to pay. And they have exposed themselves to the world as being jerks.
And they now have a precedent set that they MUST pay. Oops!
Being mean and stupid hurts.
