The Russia Navy Has ‘No Chance’ to Become a ‘Superpower’ Again
National Security Journal ^ | 6/11/2025 | Reuben Johnson

After suffering devastating naval losses in the Black Sea at the hands of Ukrainian asymmetric warfare, including drones and anti-ship missiles that sank its flagship Moskva, Vladimir Putin has launched an initiative to “re-vamp” the Russian Navy. However, this plan faces deep skepticism due to Russia’s struggling, sanctions-hit shipyards and the appointment of former KGB hardliner Nikolai Patrushev to lead the effort.

Russia's navy is never going to make a comeback. No money to do it and the Ukraine war sanctions hurt.

All surface fleets are obsolete due to drones and hypersonic missiles.

Are hypersonic missiles immune to the last ditch CIWS anti aircraft automated cannons?

Will any Navy be able to withstand drone attacks and hypersonics? Even sub fleets are vulnerable to submersible drones. I could be wrong…

Straits of Tsushima-1905. They went around the world to attack Japan. After a long voyage and needing repairs the Japanese were waiting for them.

The Brits had their "Columbia, gem of the ocean" and "Rule, Britannia! rule the waves" time as a naval super power. And so many other European navies litter Europe's history. The notion that "Russia Navy Has ‘No Chance’ to Become a ‘Superpower’ Again" seems just fine. When were they ever a naval superpower, in actual fact?

As missile and space technologies advance, it is likely there will be no single naval superpower again. Rather in the same way that Belgium will never be a colonial power again. WWII proved that naval wars do not end up making a lasting naval superpower, as today is showing.

Yes and no. You need a way to get drones to their operations area. They need to be fueled, armed and maintained. The ship doing that needs weapons and self defense. The problem is admirals want big ships and lots of them. For that reason the US Navy won’t slim down until some two bit power does it for them. We’re probably okay for the next several years but the clock is ticking.

Area denial systems are feasible unless you are using guide by wire. Even sensor based systems that allow the drone to home using heat or EM sensors require piloting to the target unless you are close in.

Loitering platforms are possible, however, that allow you to stealthily position drones that can be remotely activated.

Drones are just another technology that will have to be compensated for. Carriers are still the king of power projection. They are even calling for the return of the battleship.

These debates happen - taking the guns off of fighter aircraft for a time because of air to air missiles. Turns out the guns were useful after all.

I’d say you’re right.

The number of Ford class carriers replacing the Nimitz class will probably be limited.

If they made the drone more cylindrical in shape, maybe powered it with a rocket engine, and put a "cone" on the "nose" that contained the explosive, then they could increase the range and speed.

Seems like a win/win.

Next week I'll re-invent artillery. :)

“Straits of Tsushima-1905. They went around the world to attack Japan. After a long voyage and needing repairs the Japanese were waiting for them.”

I think that was the last time anyone seriously thought the Russian bpnavy was a “super power.” I’m not sure I agree with the premise of the article.

I would agree with the author, except it seems to me that with that reasoning the Soviet Union should not have achieved “superpower” status. I don’t think they bluffed.

Gen. Blather,

The situation is analagous to the US Navy prior to Pearl Harbor. The Japanese forced us to decide to drop the old “battle ship model” of sea warfare, and dive headlong into the “aircraft carrier model.”

I have to disagree. During the Cold War, especially during the latter part, the Soviet Navy did have a “blue water Navy“ and could operate worldwide, although not to the same level we did in the United States Navy.

And while it is absolutely true that the quality, capability ,or training of many of their ships and crews was not up to our standards in general, that in no way means they were not capable.

And some of their capabilities were at par or slightly better than ours. For example, their ship to ship missile capabilities were considered to be better than our own, up until we deployed the Harpoon and Tomahawk missiles.

That isn’t to say that we could not have defeated their missiles, but we did not, for many years, have valid anti-shipping missile capability from our surface ships.

Maybe they should replace their Aircraft Carrier, Admiral Kuznetsov, with a new one, and call it the “Smokin’ Joe” after Joseph Stalin.

Russia’s Oreshniks can now project power across most of the world. Wasting money on floating dinosaurs is not wise, best to put the money into the latest and greatest.
