On paper, china has had low tariffs for 15 years.
Rather, Its the structure of their domestic economy, the top-down central planning and intense political control of business, their system of state-run industries, the very serious non-tariff barriers, etc... in sum - their entire economic system - which has caused the present situation with the USA.
And short of the collapse of the CCP - this situation will NOT change, regardless of any agreement on tariffs.
So I don’t see how any deal can be made that addresses what really needs to be addressed.

It certainly would be but I fear a lot of Chinese people would have to die for that to happen.
The social compact the last 50 years has been based on economic development at the price of personal liberty. If the Communist Party cannot deliver on the former, the deal might be off. It might be Tiannenmen Square time again.

Probably not a Tiannenmen Square again. The government machined gunned them by the thousands, pulverized them with bull dozers, and hosed them into the river.
The article is pure speculation, and says nothing factual. "Beijing Surrenders" - is just hype. What has collapsed? what has been achieved?
I imagine the Trump administration sees things exactly as I do, and the article is meaningless.
I would simply tell China - we will simply copy every barrier you have.
You want to invest in the USA? We will have strict controls on your money coming in and out. We will force your companies to give Americans technology and trade secrets. We will have inspections and absurd standards on every product you ship into the USA. We will ban certain industries from working with you (which has been done).
And I would recognize that simply a change in "tariffs" will never fundamentally change the economic relationship with China.
Trump already has this understanding. So its really the nature of the article and the silly narrative that "Beijing is surrendering" that I have a problem with.
From the perspective of the reporter, it's another publication with a byline. That's a big part of the 'meaning'.
