Evil surrounds us. Pray daily for God to protect you from it.

I wonder how she feels about Muslims praying five times a day - and often being given accommodations to do so in our educational facilities...

Right.
Allow all religions to pray before every public policy meeting.
That will get things done.

“How much prayer do you need,” said Pam Escobar,..." Hmm. Pam Escobar... I wonder if she is any relation to Pablo.
My answer to Pam would be "Not quite as much as you need."

"How much prayer do you need,” said Pam Escobar, a member of the Cabarrus County School Board. “How much God do you need?”
Anymore, I would calmly respond: "How much air do you need?". Tired of tolerating people like that.

And yet...
And yet...
Consider when it's Finals Week, and watch what happens when the students, come into the exam hall, sit, and wait for the test booklets. Particularly the ones who didn't study. There is no such thing as an atheist at that time.
(Although I've never served, I am given to understand that in the fox holes and in the trenches, there is also a bit of praying when the war heats up.)

Is joining in prayer with unbelievers effective? Is it biblical?

Apparently, there are many here that understand that you can’t have too much prayer. Prayer is powerful.
Hubs and I pray daily. We pray for our children and our grandchildren. We pray for our country and that God place a hedge of protection around our President, his family, and his cabinet. We also give thanks to God for all his grace and all he has done for us, our children, and our country.
It’s amazing what prayer can do for you in your daily life. Ms. Escobar should try it sometimes.
