Yes, and as long as Waltz (and Vance) are not sending and receiving MONEY from these contacts, there is nothing here. Well, other than the fact that people at this level should be smart enough to deny the app access to their contacts. Or at least make it private. Trump's CoS should conduct a security review of everyone in the cabinet and their staff to undergo a review that covers such privacy/security issues.
