The reason this matters is that a significant number of people who are supposed to be working for the government are doing so little work that they are not checking their email at all!
In some cases, we believe non-existent people or the identities of dead people are being used to collect paychecks. In other words, there is outright fraud.

I’ve worked for the same employer for 38 years. I have had to meet production quotas each and every year or they will fire me. Tax payer funded employees in a tiff because they have to explain what they are doing is supposed to upset me??
For any week I had to tabulated a account of what I did that week
Would have been easy to show what I did.
Just send in my time and activity report.
But fraud is the heart and soul of our democracy! No wonder Democrats said Trump is a danger do it!
Now this should be noted
Having been at a federal job, at one time they DID remove all access for a whole number of employees because it was removed for one employee
Which means I could NOT get to my email - NOR anything else
Hilariously, weeks and weeks later, having been notified of same, my NEW boss came by my (no computer) desk to notify me that I was way behind on training (on the computer) so I came up on the list as needing to catch up
I THEN reminded her that X from department Y had removed my computer access (along with a bunch of other people) so it was IMPOSSIBLE for me to do my computer training

His request makes perfect sense to me, too. When I was starting out in Field Service Engineering in power plants (back in ‘73), I had to write weekly reports on what I did at every job I performed. It was just part of the job. I can’t believe anybody would complain about ONE email with only FIVE bullet points about what they did.
I can see concerns about confidential programs in the NSA, CIA or FBI, but they could write a generic email without providing specifics. Musk is mainly interested in finding the ghost employees, not in what people actually did.

And we can be 100% certain that Elon and his troops had already used their computer skills to determine exactly who those employees are that have not checked their emails.
I had no idea so many pussies worked for the federal government. Crying over having to send an email. Fire everyone who cries.
He should have sent out a notice to a small sample of agency heads (and the HR heads) on Wednesday to explain exceptions. And then on Thursday send out this email and anyone with questions to contact their HR on Friday. Then the next week make it go branch-wide. But alas by doing it this way he may have saved a lot of compensation for “dead” people and sooner discover . Nevertheless, I’m still a big fan of new HR processes getting a very short pilot rollout to make sure the bugs are worked out. This helps reduce confusion.
Anyone wanting to keep their jobs would be foolish to not comply, regardless of what their union, bureaucracy leaders, or others not getting clear chain-of-command guidance on exceptions. If any of them are on vacation or sick then they could send a quick email reply that they are out sick or vacation & will take care of it when back; and/or call-in with this same info.
Anyone getting this email that may be a Legislative branch or Judiciary branch employee or in the private sector should just reply “f u” as this only is for 1 branch at 1 level of government. The best way to minimize this upheaval in the future is to have a much smaller federal government.
It’s an elegant way to reduce the number of employees they have to investigate.

When government employees and contractors leave the assignment, the email address is usually not removed.
Due to the record keeping act, it’s easier just to keep the emails in that mailbox as opposed to archiving them off separately somewhere.
