California Governor New-scam executes an elaborate plan to "rescue" the water supply for a non-endangered trout species that lives in abundance in other states of the U.S.

Meanwhile the Homo sapiens species in the City of Angels are told to "be patient" as the Fires of Hell cause deaths and massive destruction as the City's fire hydrants run out of water with no backup fire protection available.

Result?  The non-endangered trout are saved in California at the cost of burning to a crisp a wealthy and heavily populated suburban area the size of New York's Manhattan island.

one thing they might be able to do is wngineer a permanent steel cover over the reservoir to replace the (plastic? rubber?) cover.

another thing is to refill the reservoir by a series of pumps from a more distant source.

a third thing would be to build a backup reservoir to back up the primary reservoir when it is down for repairs. one way that this could be done is to divide the reservoir into two parts, with each part available to back up the other, perhaps by using a manifold system.

a fourth thing, after the other things, is to test the hydrants after the other work is done (note: this would make a nice photo-op).
