I've got a better idea: Let it revert to territorial status, lose both senators and have all representatives be replaced by a single non voting representative. Let the governor of the territory be initially appointed by the administration.
Then, as sets of counties get their act together, let them petition for statehood. We could name the first one Jefferson.

And all of the current U.S. mil bases in CA would remain U.S. mil bases on the sovereign territory of the U.S.
A little pre-secession annexing could insure that there was space for off-base towns for civilian housing and businesses to support those “outlying” bases.

Texas can legally split itself into 5 States.
The five-state provision was included in the 1844 Tyler-Texas Treaty, a US treaty with Texas that would admit Texas to United States as a territory. However, this treaty did not receive two-thirds approval in the Senate.
Instead, Texas was admitted to the Union as a state (which did not require two-thirds Senate approval) and this 1844 bill did not include the five-state provision (see link below). Today, if Texas wants to split into five states, it would constitutionally require approval from Congress and the Texas state legislature.
Interestingly, in the Texas annexation bill, Texas was required to be a half slaveholding and half non-slaveholding state.
