The most interesting part is the Russian announcement is the use of the word “Terrorism” to describe a Military Action against a Military Target (with advanced warning to allow the military unit being engaged can either surrender or engage)

Way to re-define the word !

Terrorist attack would be an attack on a civilian target to inflict the most civilian casualties without warning and without the chance to evacuate the target prior to the action.
