I never considered Gaetz to be a serious appointee. I find him entertaining, but he’s a self-aggrandizing clown who made a name for himself by letting his mouth write checks his ass could not cover.

Back when I started my career, we used to have the saying, "Throw mud against the wall and see what sticks."
Trump does this.
Gaetz didn't stick but that doesn't mean that his appointment by Trump was without effect.
Gaetz might have made it. But by putting Gaetz forward as an AG appointee, Trump got a feel for what the Senate will accept and what it won't accept.
It was suggested today that Gaetz may return to his job in the House. That is not a clear cut matter.

There could be a possibility that DeSantis might appoint him as Senator. I doubt it. DeSantis signed a strong anti-Semitism hate crime bill in Florida, whereas Gaetz opposed a similar bill on the federal level.
