Government agencies want us to believe their employees are simply incompetent. They're not. They are many corrupt and bribed, blackmailed, or extorted employees in positions of importance who are working for foreign nations in order to undermine our security. I'm sure the failures in this case weren't "oversights". They were deliberate.
