He did purchase a 5-foot all-aluminum ladder, iirc, from Home Depot.
The ladder shown in the photos that we have all seen is a much longer ladder and the rails on it are fiberglass. It is and has been permanently mounted to the building to allow easy access for maintenance purposes.
Since he was scouting the area around the rally for several days, maybe he used the 5-foot ladder then. From first reports, he didn't use either ladder the day of the rally. It was first reported that day by at least one witness that he 'bear-climbed' a drainage pipe (downspout).
So, all data and speculation about a ladder may be irrelevant and merely a distraction.

What happened was that the DEI JUNIOR VARSITY SQUAD was sent to replace the permanent(normally) squad as they were pulled to go protect Dr. Jill.
Also true is that requests for additional support (due to having the JV SQUAD or the female version of The Three Stooges) WERE DENIED.
'They' (SS) were concerned about going 'over budget'.
-the mis- and under-staffing
-the missing drones and helos
-the lines-of-sight that weren't safed
-the shooter being seen multiple times while exhibiting questionable behavior
-the outright warnings from rally goers not heeded
-the official staging building itself not being secure
-that same building being used as the shooter's elevated perch
-that Trump was not warned and taken to safety immediately when the shooter was seen on the roof with a gun

'They' were a ragtag mix of female DEI hires and a local sheriff and a few bottom of the barrel SS guys who were not used to working together and they were 'set up' to be the fall guys after Trump was dead. They were only expected to perform to the best of their abilities, and they did. It's just that their best, given the situation, was low on the scale . All one had to do was see the stomping head of the female crew come out yelling and trying to get the other females to stand at attention in a straight line.
It was like watching Bill Murray and cast in the movie STRIPES.
That local LE that claims the shooter pointed at his head when he peered over the roof is too much.

This entire event makes no sense outside of an inside job.
The SS snipers apparently had the guy in their scopes and did nothing.
