I saw on a British YouTube analysis that the ss considered it out side the security zone and it was the locals problem.

The reason that wouldn't make sense is that ultimate responsibility for the security of the former president rests with the Secret Service. And this building was line-of-sight and within 120-150 yards (i.e., an easy shot).

Secret Service might have utilized local/state snipers to cover that building, but even then the responsibility to pick the most reliable local/state snipers and coordinate them with the overall plan still rests with the Secret Service.
