You will want to recheck the facts.
IIRC SS cards only mandatory for parents who claim a dependent child on tax returns.
Non citizens can be enrolled in SS. Proof of a valid birth certificate from a municipality or proof of citizenship from the US govt. is the only way to prove citizenship.
