Such an easy question. COMPLICIT is the answer.
As an aside, Congress passed and Clinton signed the Motor Voter Act back in 1995 that forced the States to comply with this Federal Legislation.
So why don’t we demand Federal Legislation that requires all current and future voter registrants to prove they are a USA citizens. And if a person does not have proof, the government will investigate, at no cost to the person, to determine they are a citizen or not.
This type of law will stop the Democrat whining about ‘voter intimidation’.
