IIRC, Biden already has enough delegates ‘committed’ to him - required to vote for him in the first round. He’s too arrogant and his wife too ambitious/vain to throw in the towel. I don’t think they are released unless he formally declines withdraws, and there still is the question of ‘who’ gets the campaign money. Harris or somebody else.

If Biden ends his run, only Kamala can use the money.

For someone else to use the money the Biden/Kamala campaign would have to send it back to donor and ask them to give it to that person.

If, just suppose Heels is indeed found ineligible. Are the delegates currently locked into biden and harris, or just biden? If the latter, they could expose the fraud and slip Heels over the side and select another VP candidate like newsom to strengthen the ticket at the convention.
Jill could still ride around on AF1 pretending to be the first “lady”, Heels could swap with newsom and fill the newly created vacancy as Governor of California.
Lots of moving parts to consider...
